Cuando la Nación, los Departamentos o los Municipios sean dueños o explotadores de empresas de las enumeradas en el artículo 1° de la Ley 37 de 1921 , podrán asumir el carácter de aseguradores de los empleados y obreros de tales empresas. Cuando así lo hicieren, en los Presupuestos respectivos harán apropiar las partidas correspondientes.
