Artículo primero. Las mercancías extranjeras que entren al territorio colombiano y las mercancías nacionales que se exporten, quedarán sometidas al pago de los derechos de aduana establecidos por el siguiente Arancel, de acuerdo con las prescripciones de la legislación aduanera del país: (Las tarifas de derechos de aduana con sus disposiciones preliminares y su apéndice serán publicadas en ediciones próximas del Diario Oficial).
