Seis meses después de promulgada esta Ley, llevarán estampillas de timbre nacional por valor de diez centavos ($ 0.10) por cada cien pesos ($100) o fracción de cien pesos ($100) de su valor, toda orden de pago o libranza girada por las oficinas públicas a favor de particulares, y toda cuenta que se presente a tales oficinas y que haya de pagarse por la Nación, los Departamentos o los Municipios.
