La suma de que trata el artículo anterior será incluida en el Presupuesto para la próxima vigencia fiscal, y en caso de no quedar incluida en dicha vigencia, lo será en cualquiera de las vigencias fiscales siguientes. El Gobierno Nacional queda facultado para abrir créditos adicionales y hacer los traslados necesarios dentro de la vigencia fiscal respectiva, con el fin de dar cumplimiento a la presente Ley.
