ARTICULO 12 . El presente decreto rige a partir de la fecha de su publicación, modifica en lo pertinente el Decreto-ley 117 de 1991, deroga el Decreto 889 de 1992 y surte efectos fiscales a partir del 1o. de enero de 1993.
