La delegación de funciones a que se refiere este Decreto exime de responsabilidad al Presidente de la República, la cual corresponderá exclusivamente a la Comisión delegataria, cuyos actos o resoluciones podrá siempre reformar o revocar el Presidente, reasumiendo la responsabilidad consiguiente.
