Destínase la suma de dos mil pesos oro anuales para la adquisición de la materia prima de trabajo y para el mejoramiento y reparación de la maquinaria.

Parágrafo

El producto de la materia prima manufacturada se invertirá en la adquisición de nueva materia prima bajo la inspección y de acuerdo con el Ministerio de Instrucción Pública.
