Adiciónase el Presupuesto de rentas y recursos de capital en la cantidad de $ ocho mil trescientos trece millones cuatrocientos cuarenta y dos mil novecientos setenta pesos ($ 8.313.442.970) moneda corriente, que con base en los certificados de disponibilidad número 1 de febrero de 1985 por valor de $ 34.000.000.000 del cual se utiliza el valor de $ 3.913.442.970 y el número 11 de marzo de 1985 por valor de 4.400.000.000 expedidos por el Contralor General de la República se incorporan así:
