Art. 5º. El privilegio de que trata el artículo 2º se otorgará por un tiempo que no exceda de 25 años, siendo de cargo del concesionario hacer todos los gastos que exija el montaje de la fábrica, y producir los naipes en cantidad suficiente para el consumo en la Republica. El concesionario quedará igualmente obligado a mantener casas ó almacenes de expendio en los lugares que designe el poder Ejecutivo.
