En los Municipios que por su escasa población y falta de recursos no puedan sostener el tren administrativo ordinario, puede disponer el Gobernador que una misma persona desempeñe los destinos de Tesorero y Recaudador de Hacienda, y otra los de Secretario del Alcalde, del juez y del Concejo, según fueren las circunstancias de cada localidad.
