Art. 2°. Las mercaderías que se introduzcan por el Territorio del Caquetá para los Municipios de Pasto, Túquerres y Obando, en el Estado del Cauca, pagarán el primer año, á contar desde el 1.° del mes de Setiembre próximo, el diez por ciento de los derechos de importacion segun tarifa; el segundo, el veinte: el tercero, el treinta; el cuarto, el cuarenta; el quinto, el cincuenta. Del sexto año en adelante, se cobrarán íntegros los derechos de la tarifa.

Los elementos de guerra que se introduzcan por dicha via para los expresados Municipios; pagarán los derechos íntegros.
