La Convocatoria . La convocatoria es norma reguladora de todo concurso y obliga tanto a la Cancillería como a los participantes y se deberá llevar a cabo anualmente. No podrán cambiarse las bases una vez iniciada la inscripción de aspirantes, salvo por violación de normas de carácter legal o reglamentario y en aspectos tales como sitio y fecha de recepción de inscripciones, o fecha, hora y lugar en que se llevará a cabo la aplicación de las pruebas; casos éstos en los cuales deberá darse aviso oportuno a los interesados.
