º. El Instituto de Crédito Territorial destinará los fondos que reciba de conformidad con el presente decreto, a la construcción de viviendas, que serán luego vendidas cobrando en todas los casos una cuota inicial no inferior al 10% del valor de la venta si éste no excede de $5.000.oo; no inferior al 15% si el valor de la venta es superior a $5.000.oo sin exceder de $10.000.oo; y no inferior al 20% si el valor de venta es superior a $10.000.oo; y por el saldo recibirá hipoteca de primer grado y amortización gradual hasta con 20 años de plazo.
