Para efectos de lo establecido en los artículos 54 del Decreto 2131 de 1991 y 28 del Decreto 971 de 1993, no se considerará como venta de bienes a mercados externos, el valor de las importaciones realizadas por entidades oficiales en ejecución de contratos adjudicados mediante licitación pública internacional, cuando se trate de importación de energía.
