El Gobierno, tan pronto como cubra los auxilios decretados para los acueductos de Cartagena, Tuluá y Cartago, de acuerdo con lo dispuesto en las Leyes 20 56 y 84 de 1930, podrá vender o colocar, a la par, el remanente de los pagarés del Tesoro del ocho por ciento anual y destinar el producto a fondos comunes para atender a los pagos pendientes en la Tesorería General de la República, especialmente los que corresponden a devoluciones por derechos e impuestos pagados al Estado por error o exceso.
