Art. 8º Autorízase al Gobierno para que determine anualmente alguna parte del producto del impuesto fluvial a la mejora de la navegación del río Lebrija en la parte comprendida entre "Estación Santander" y el sitio de "Peñas-Blancas" El Gobierno en este caso determinará si dicha mejora, que se hará anualmente, ha de llevarse á efecto por administración ó por medio de contrato sujeto a licitación.
