Reformase el artículo 66 del Decreto 1927 de 1975, en el sentido de que para la vigencia, fiscal en curso, las Intendencias y Comisarías puedan abrir créditos y efectuar traslados presupuéstales hasta el treinta y uno (31) de diciembre de 1980.
