Artículo cuarto. Autorízase al Gobierno Nacional para garantizar los préstamos que otorguen los Bancos Comerciales o el Banco de la República al Fondo Ganadero del Departamento de Santander, hasta por la cantidad de dos millones de pesos ($ 2.000.000.00) moneda legal, en las mismas condiciones y para los mismos fines contemplados en los Decretos legislativos números 327 y 331 de 958 y 1 de 1961.
