Los nombramientos de maestros para las escuelas a que se refiere este Decreto, serán hechos por los patronos en personas que comprueben su idoneidad ante las autoridades competentes del ramo de la educación. La idoneidad se comprueba con el certificado de la Junta Central del Escalafón de Primaria, o con el certificado de estudios y el de conducta, expedido éste último por el señor cura Párroco.
