El Gobernador del Departamento del Huila tendrá el carácter de Inspector General de los trabajos, mientras ellos se ejecuten dentro del territorio de su jurisdicción y los vigilará por sí o por medio de sus agentes e informará al Gobierno cada tres meses sobre la marcha de ellos. El Gobernador del Cauca tendrá los mismos deberes y atribuciones respecto a los trabajos que se ejecutaren en el Departamento de su mando.
