Art 4 ° El Gobierno promoverá, de acuerdo con el Gobernador del Departamento del Cauca, la construcción de un puente de hierro ó de madera sobre el río "La Vieja" en el paso de "Piedra de Moler" ó en otro punto conveniente; y mientras puede obtenerse la ejecución de esta obra hará colocar una barca en el paso mencionado, para lo cual podrá conceder el privilegio del caso.
