El incumplimiento de las entidades oficiales de sus deberes como usuarios de servicios públicos, especialmente en lo relativo a la incorporación en los respectivos presupuestos de apropiaciones suficientes y al pago efectivo de los servicios utilizados, es causal de mala conducta para sus representantes legales y los funcionarios responsables, sancionable con destitución.
