La cesión de los derechos emanados del contrato no podrá estar sometida por las partes a término o condición alguna en cuanto hace relación con el Estado. Si fuere cesión total, el cesionario quedará subrogado en todas las obligaciones emanadas del contrato, aun de las contraídas antes de la cesión y que se hallaren pendientes de cumplirse.
