Proyectos de infraestructura de carreteras. Salvo los casos que determine el Conpes, los proyectos de infraestructura de carreteras que al momento de expedirse la presente ley, estén a cargo del Instituto Nacional de Vías, Invías y que no correspondan a las especificaciones o prioridades definidas en los artículos 12 y 13 de la Ley 105 de 1993, deberán entregarse a los respectivos entes territoriales.
