Créase la Zona Franca, Industrial y Comercial de Urabá, como establecimiento público adscrito al Ministerio de Desarrollo Económico, con personería jurídica, autonomía administrativa y patrimonio independiente. La dirección, administración, patrimonio y funcionamiento se regirán por las disposiciones aplicables a las zonas francas industriales y comerciales del Estado y aquéllas que se dicten con posterioridad sobre las materias.
