Art. 4.° En aquellos Municipios, Corregimientos, Partidos ó fracciones muy distantes de los respectivos centros de Tenencias, donde en un momento dado no puedan presentarse los Tenientes á instruir los sumarios por fraudes á las rentas, actuarán como funcionarios de instrucción los Alcaldes, Corregidores ó Jefes de Policía, y las sentencias que dicten seguirán la tramitación establecida para los fraudes á la renta de licores.
