La franquicia de partes telegráficos oficiales concedida por el artículo 12 del decreto de 24, de noviembre de 1873 a los Gobernadores i Presidentes de los Estados, para los negocios relacionados con el servicio público, se estiende únicamente a los despachos sobre asuntos de carácter nacional, i nó a los que versen sobre los de competencia esclusiva de los Estados.

Parágrafo

Estos despachos pueden ser suscritos por los Secretarios de los Gobiernos de los Estados, como órgano que son de los Presidentes o Gobernadores de ellos.
