El Instituto Nacional de Vivienda de Interés Social y Reforma Urbana - Inurbe - , expedirá un reglamento técnico que señale las normas que garanticen unos adecuados estándares de habitabilidad para cada una de las soluciones de vivienda y prestará la asistencia técnica que sea necesaria a las administraciones seccionales que carezcan de la normatividad correspondiente, para adoptar tales reglamentaciones. La Caja de Crédito Agrario, Industrial y Minero con la colaboración del Instituto Nacional de Vivienda de Interés Social y Reforma Urbana - Inurbe -, expedirá el reglamento de normas técnicas para declarar como elegibles los planes o programas de soluciones de vivienda en el sector rural.
