Art 41. Cuando la Junta descubriere : que existe colusión entro los postores con el fin de quitar la competencia en la licitación, podrá declarar inadmisible la postura que se haya hecho, y resolver que por el acuerdo que existe entre los licitadores, deja de ser libre é imparcial la licitación. En este caso señalará nuevo día para el remate, á menos que el Gobernador disponga la administración directa de la renta.
