º Si transcurridos dos años después de la promulgación de la presente Ley, no hubieren los Departamentos de Boyacá y Santander, o alguno de ellos, dado principio a la construcción de la obra, ésta será acometida por el Supremo Gobierno, como empresa nacional y con recursos del Tesoro Público.
