Si el Congreso no dictare en sus sesiones de este año las disposiciones necesarias para arbitrar los recursos que demande la ejecución de las medidas a que se extienden las facultades conferidas al Presidente de la Republica en la presente Ley, queda este igualmente investido hasta el 31 de diciembre de 1949 de la facultad de arbitrar tales recursos, contratando empréstitos o verificando traslados presupuestales para tal fin.
