Artículo treinta y nueve. Para efectos del cumplimiento del artículo décimotercero de la Ley 15, la Empresa Colombiana de Petróleos pagará directamente a los Departamentos por cuenta de la participación del Gobierno Nacional en las utilidades de ésta, seis centavos por galón de gasolina vendido en cada Departamento. Para los efectos de este pago, los Departamentos deberán enviar una relación mensual, desde enero de 1959, certificada por el Contralor Departamental respectivo, en donde conste el número de galones vendido por cada distribuidor dentro de dicho periodo.
