Artículo segundo. El municipio de Aguachica, además de los municipios del Departamento del Cesar contemplados en el numeral cuarto del artículo segundo del Decreto 1814 de 1995, será considerado como Unidad Especial de Desarrollo Fronterizo y, en consecuencia, gozará de los beneficios consagrados para estas Unidades en Ley 191 de 1995.
