La Nación cede á los Municipios de Girardot y del Espinal, por el término de doce años, el usufructo del puente de Girardot. Las tres cuartas partes del producto del pontazgo se destinarán á las obras de salubridad de la población de Girardot, y la cuarta parte restante se aplicará á la construcción del acueducto del Espinal.
