En todo negocio o litigio civil o criminal, los jueces y Magistrados pueden prohibir la publicación de determinados puntos del proceso, y esto solo en razón de su moralidad. Prohíbase, así mismo, dar cuenta de las deliberaciones privada y secretas, ya sea de los jurados, ya de los tribunales de justicia y también de las Asambleas Departamentales y Cámaras Legislativas.
