" ARTICULO 2 1

"Las Partes contratantes convienen en enviar al Comité Central previsto en el artículo 19, cada año antes del 31 de diciembre, el cálculo de las cantidades de cada una de las sustancias a que se refiere la presente Convención, que deban importarse a sus países para el consumo interno en el año siguiente, con fines medicinales o científicos, y además.

"Tales cálculos no tendrán carácter forzoso para los respectivos gobiernos interesados, sino que se darán al Comité Central en calidad de mera indicación para el desempeño de su cometido.

"Cuando las circunstancias obligaren a un país a modificar sus cálculos durante el curso del año respectivo, dicho país comunicará al Comité las nuevas cifras.
