Art. 1° . Se transmitirá libre de porte por las líneas telegráficas de la República la correspondencia, tanto oficial como privada, que dirijan: El presidente de la República o el que en su lugar ejerza el Poder Ejecutivo; Los Ministros del Despacho; Los gobernadores de los Departamentos; El Director General de Correos y Telégrafos, o quien lo sustituya, en los casos del artículo 90 del Decreto orgánico de esos ramos; El delegado Apostólico; Los Arzobispos y Obispos con jurisdicción eclesiástica, dentro del territorio nacional.
