Objeto y campo de aplicación. El presente Capítulo tiene por objeto regular el flujo financiero de los recursos del Régimen Subsidiado del Sistema General de Seguridad Social en Salud, desde el origen de cada una de las fuentes que lo financian hasta su pago y aplicación para garantizar el acceso efectivo de la población a los servicios de salud y otros aspectos relacionados con el manejo de recursos del Sistema General de Seguridad Social en Salud.

Sus disposiciones se aplican a cualquier persona natural o jurídica responsable de la generación, presupuestación, recaudo, giro, administración, custodia o protección y aplicación de los recursos del Sistema General de Seguridad Social en Salud.
