Las que se exigen de los Departamentos y Municipios corresponde decidirlas a los Tribunales respectivos, privativamente y en una sola instancia, cuando el monto de la indemnización que se reclama es inferior a mil pesos ($1.000).

Si pasa de esta suma, habrá lugar a segunda instancia para ante el Consejo de Estado.
