Con el propósito de cooperar con los Gobiernos Departamentales, Intendenciales y Comisariales, las Secretarías de Educación y las Oficinas de Planeación, las Corporaciones de Representación Popular y los Consejos Regionales de Planeación Económica y Social en el diseño, formulación, estudio de alternativas de financiación y evaluación de los planes, programas y proyectos educativos del orden seccional, créanse las Juntas Educativas Departamentales, Intendenciales y Comisariales.
