El reconocimiento de obligaciones compete a los coordinadores de Area Especializada según la clase de derecho o prestación que sea objeto de reclamación. Contra las decisiones del Coordinador del área procederán los recursos de reposición ante el mismo funcionario y el de apelación ante el Coordinador General en el efecto suspensivo. El acto administrativo que reconozca algún derecho, y que no fuere apelado, deberá obtener aprobación del Coordinador General.
