Art. 23. Los miembros de los Consejos, Juntas y Jurados electorales, en los días en que estén en ejercicio activo de sus funciones y dos días antes y dos después, no podrán, sino en el caso de flagrante delito, ser arrestados o detenidos, ni obligados a comparecer ante las autoridades públicas para la práctica de diligencias que puedan impedirles el ejercicio de sus funciones.
