Las apropiaciones incluidas en el Presupuesto son autorizaciones que el Congreso da a los Establecimientos Públicos Nacionales y expiran el 31 de diciembre de cada año. Después de dicha fecha, las apropiaciones de ese año no podrán adicionarse, ni transferirse, ni contracreditarse, ni modificarse.
