Otórganse facultades extraordinarias al Presidente de la República por el término de seis meses contados a partir de la vigencia de esta ley, para que a través de decreto con fuerza de ley compile las normas contenidas en las Leyes 09 de 1989, 02 de 1991 y en la presente ley en un solo cuerpo normativo, de conformidad con las modificaciones, supresiones y adiciones contenidas en esta ley.

En ejercicio de las facultades aquí otorgadas el Gobierno Nacional no podrá crear nuevas normas, ni modificar la redacción de lo aprobado por el Congreso, pero si podrá agrupar el contenido por títulos y capítulos con el fin de facilitar la interpretación y aplicación de las normas.
