Queda el Gobierno facultado para emitir, con las condiciones de seguridad y las firmas autógrafas y selllos necesarios, certificados provisionales de bono colombianos, mientras se hace la emisión definitiva de dichos bonos.

También podrá habilitar con dicho fin billetes o documentos litografiados que den ansoluta garantía de autenticidad y que sean adaptables añ objeto inidicado.

Concluida la impresión, el gobierno dispondrá el cambio de tales certificados, billets habilitados o documentos litografiados por bonos, y la absoluta anulación de aquellos.
