Artículo decimocuarto. (Transitorio). Si para el 1° de diciembre de 1952 no se hubieren constituido las Juntas de Fomento en la forma indicada en el artículo anterior, los Comisarios las integrarán directamente, con carácter provisional para el solo efecto de que ellas elaboren las litas de candidatos de que trata el artículo decimoprimero, y éstas puedan ser enviadas al Ministerio de Gobierno dentro del término allí previsto.
