No obstante la enumeración anterior, se podrán estimar como fines económicamente necesarios las remesas cuya necesidad o conveniencia manifiestas para la economía general o el desarrollo cultural del país se compruebe plenamente ante la Oficina de Control de Cambios y Exportaciones, previo concepto favorable de la Junta Consultiva y siempre que no violen el espíritu de la legislación sobre control.
