Artículo veintidós. De los procesos por injuria, cuando el medio de divulgación empleado haya sido publicación impresa o radiodifundida, o el cinematógrafo, o la televisión, o discursos ante una reunión a asambleas públicas, conocerá el Jefe de la Sección de Justicia de las Gobernaciones Departamentales. Si otro fuere el medio empleado, se seguirán las normas generales de competencia.
