Una vez cumplidos los requisitos anteriores, el Superintendente Bancario se cerciorará, por los medios que estime necesarios, de que el carácter, la responsabilidad e idoneidad de quienes desean constituir la Sociedad son tales que inspiran confianza, y si el bienestar público será fomentado al otorgarle a tal Compañía la facultad de emprender negocios.
