Artículo quinto. Corresponde al Instituto Colombiano de la Reforma Agraria apreciar la conveniencia y viabilidad del programa presentado, para cuyo efecto puede solicitar información adicional, realizar visitas al predio, y utilizar todos los medios que juzgue convenientes.
